Doug is a leader with community and public service experience. Doug has been elected to two terms - nearly 12 years of service - on the Mobile County Board of School Commissioners District 1 ending his final term in 2024. He is a member of the Mobile County Sports Authority Board and has served many years as the President of the Semmes Youth Baseball association. 

Doug has moved from a blue collar worker to a successful businessman. Doug began his career at Mobile Area Water and Sewer Services as an hourly worker. Later he built a fledgling concrete and asphalt contracting business, Harwell & Company, into a thriving and profitable business serving primarily Mobile County. 

Doug is a Christian conservative family man and church leader. Doug has been married to his wife Sandy for 33 years. He has three adult sons (Aaron, Jacob and Lucas); two daughters-in-law (Abby and Madi); and two grandchildren (Maverick and Teigen). Doug has served as a caring leader in his Christian church for nearly three decades.

Doug is a native and lifelong resident of Mobile County. He was born here, he built a family here, and he continues to build a successful business and life here. He is committed to growing Mobile County in a positive way that benefits all citizens.

Doug is a compassionate, selfless, and altruistic man who supports Mobile County residents. Doug often supports local communities and families through many charitable events and causes. He gives his time and financial resources without ever expecting recognition for those gifts. He unselfishly supports his fellow citizens because his faith calls him to live a life of service and care for others.
